Executive Council Office Responsibilities

The Executive Council Office (ECO) is non-departmental in function and purpose. It serves the Executive Council (Cabinet) and its committees, the executive teams of Treasury Board Office and the Office of Policy and Priorities, as well as departments, agencies, boards and commissions. The office aims to ensure that the business of Cabinet and its committees is conducted in a timely efficient way and that proper collective information is provided.

The ECO works to improve agenda management for the Cabinet and its committees, by developing policies and procedures for more efficient and effective operations of the decision-making process.

The ECO is responsible for:

• ensuring there are processes, document formats, procedures and standards in place to support decision-making by Cabinet and its committees
• receiving submissions for Cabinet and its committees, routing submissions to the appropriate committee
• preparing the agendas and minutes for Cabinet and its committees
• disseminating the records of decisions (Orders in Council or Minute Letters) and when necessary, following up decisions or direction with ministers or officials
• initiating policies to strengthen governance and accountability for consolidated entities
• coordinating the government’s ABC appointment process, and
• filing and maintaining all Cabinet and its committees records.

The ECO has a number of important responsibilities related to government organization. These include overseeing the swearing in of Lieutenant Governors, Premiers, and Cabinets.

The ECO also processes requests under the Freedom of Information and Protection of Privacy Act for the Executive Council Office, Premiers Office, Treasury Board Office, the Chief Information Office, Office of Policy and Priorities and the Public Service Commission.
